Why yes, they should. If Speaker of the House (also an individual carrying out the dictates of the US Constitution) dropped trou on CSPAN, hoisted his cheeks to the podium, and dropped a wet, brown, stinky, noisy shit-log right in front of everyone, that would be something subject to abuse. It is an abusive act, emanating from the hypothetical Speaker, and deserves ridicule and removal from office in response.
