Three governments? There are at least five. Don’t forget France ~ they still have St Pierre and Miquillon, Guatemala, Belize ~ then there’s El Centro America ~ currently sliced up into El Salvador, Panama, Costa Rica, Honduras and Nicaragua!
I don’t see the benefit to even a progressive globalist in including those peon countries.
