FWIW the queen didn’t drink either. Not sure what the protocol on the drinking is (maybe heads of states skip the toast?) but talking over the anthem is a major gaffe.

The Queen was the recipient of the toast. It would have been bad form for her to drink. This doesn't just apply to royalty — e.g. when you toast a bride, she doesn't drink to the toast. BHO may be an exception to this rule.

The person being toasted never drinks to him/herself. They acknowledge the toast but do not drink. To do so would show a lack of humility.
Sort of like a person praising another for a job well done and the one receiving the praise replying, “Yes, didn’t I?” or “Yes, I know”.
