Greetings EBH:

Frankly, would prefer any bill eliminating the DOE bureaucracy, leaving everyone with more money to fund their own energy efficiency projects.

As Ronald Reagan so elegantly stated: government is not the solution, government is the problem.

The Alliance estimates that American households will spend about $5,700 this year on energy for their homes and vehicles, up nearly 25% over the past two years. These rising costs threaten the fragile economic recovery underway. The Shaheen-Portman bill, if enacted, “can take a big bite out of these costs by cutting energy waste in buildings, in the industrial sectors and in the appliance and equipment we use every day,” the Alliance said.

It is not inefficiency that is raising the cost of energy in this country, if is government regulations, inflation and international affairs.

Government regulations push up the cost of energy on the production end. Inflation pushes up the cost and both ends. International affairs (wars and threats of wars) cause disruptions in supply and fears of further interruptions of supply cause prices to rise.

The two things government could do to reduce the cost of energy to industry is freeze regulations for 5 years and freeze regulatory standards for any new construction energy production plants for a twenty year period after the start of construction.

One reason no new oil refineries have been built in this country is that the EPA will not settle on any emission standard for a refinery. They keep moving the ball on the oil companies. It also the reason that no new nuclear power plants have been built after Three Mile Island the NRC would not settle on standards for Nukes.

You can’t design a plant until you know what standards you have to meet. If the standards change before you complete construction you never complete construction and never start production.

YOU can’t make money that way and no one will invest when they can’t be assured the plant will begin production in a reasonable period of time. The electric power utilities learned that lesson very well in the 1980’s.
