Well, one thing’s for certain. The .pdf file was created by a software product.
Quartz is internal in the MACs. Not sure how many apps rely on it. I am not a MAC man. Have used almost everything else. Perfer Linux but have used all Windows products except ME and Vista.
There are some good tools for opening .pdf documents. I used PDFTK extensively at work with an editor to extract sequencing data from a .pdf to use in revisions of print documents. I did the extraction with Grep and a database to sync the data sequencing. Then I pushed it into Quark. Did that for 5-1/2 years for a hardware distributor.
I wished I knew what the HI Dept. of Health actually gave Obozo. We have not seen it. Both of these documents are very poor quality, to obscure critical examination.
