No, it was incremental. In the 1980s, the Palis started hyjacking planes to Cuba and the airlines started with the x-ray machines. Didn't need an ID.

Then in the early 1990s, ID's were required, I don't remember what prompted the increased security.

Then 9-11 with the box cutters and heightened security. Then the Patriot Act and TSA. Now full body scanners.
