There is no one U.S. Federal Reserve Bank. Herman was on the Board of Directors of the Federal Reserve Bank of Kansas City, and that he was subsequently elected their chairman, anyone that reads his bio can learn it, but its not what you make it out to be.
The Federal Reserve Banks do not set monetary policy. The Federal Reserve Banks do provide financial services to depository institutions including banks, credit unions, and savings and loans, much like those that banks provide for their customers. These services include collecting checks, electronically transferring funds, and distributing and receiving cash and coin.
He was in the Navy too maybe we should blame Pearl Harbor on him.
