Probably gets plea bargained down to indecent exposure and let off with time served and a fine.
Then again perhaps he has something in his past that makes this a recurring “problem” for him. Maybe his record warrants such a harsh charge, like a warning from a judge not to expose himself to kids again or he gets slapped with a felony next time.

And if he does have a history, I support that the penalties increase too. Absolutely. My assumption was that a substitute teacher with such a history would no longer be welcome in the classroom ... but ... that's just not a safe assumption any longer. Truly the nation is circling the moral drain.
