Isn’t a KC-135 technically a 717?

The KC-135 is based on the 707 airframe.

As I recall, the 717 designation was applied to the DC-9 when Boeing acquired Douglas.

Almost true.
In the beginning Boeing crafted the 367-80 (Dash 80) prototype. The Dash-80 developed into the KC-135 and into the 707 Model. The 717 designation was used initialy for the KC-135, later 717 was also used for the 707-020 which was also called 720. Many decades later the MD95 (a 4th generation DC-9) was sold by Boeing as the 717.
