Coburn was in the House from 1994-2000. He left as he honored his term limit pledge. He's in his second and last term as Senator (2004-2016), because he term limited himself, again.
He's one of the few who has honored his pledge.
With all due respects, term limits has to do with being in office-any office, not just switching offices.
