Since Mr Hernandez did absolutely nothing wrong, I think the County owes him for all of his expenses plus a two days pay for every day he was held. that should cover his lost vacation days.
I cannot understand how anyone would expect an emigrant who speaks Spanish as a first language to be able to understand a Tarheel hillbilly from North Carolina. Accents (regional and foreign) do funny things with the English language.

There’s a large family of Chinese at a local market who learned to speak English with a heavy southern drawl.
Combined with the residual Chinese inflections it causes me to snicker every time I hear it.
