Right now the only difference between the two is a few million dollars cut from “$100 billion in cuts Boehner demanded”, that went to $38 billion which in reality was a few hundred million.
A deal will be cut where we capitulate, come out and claim victory for a pittance, and the tax/borrow and spending will continue unabated.
