So who do you propose to tax? The purchaser or the seller?

Tax the purchaser and they'll buy it cheaper somewhere else. We are already taxing the oil companies.

I agree, we do need to be using our own oil.

The tariff, by its very nature, is accessed to the foreign buyer. If they want the oil, they should pay a premium, as we do. My intention is to make it exorbitant.
