Don’t you have to be a US Citizen to have a warship named after you?

Two foreigners that I'm aware of have been honored with namings: Winston Churchill and the Marquis de Lafayette.

Churchill was granted honorary US citizenship, his mother was American, I don’t know about Lafayette.
