I kinda think you are right. He made someone else look like he made the the decision....he has plausible deniability....until he thinks it would be better if he DID make the call....

There are alleged “leaks” that Panetta and the military brass got fed up waiting for Obama to make a decision, so they made it for him. Of course if it failed, Obama would have fired Panetta ;-)
