EL PASO, Texas -- The White House confirmed Friday that President Barack Obama will deliver a speech on immigration reform when he visits El Paso on Tuesday.
El Paso Mayor John Cook told KFOX-14 that the president will likely give the speech at Chamizal National Park, though he said the White House has not made the final decision about location.
Immigration reform was a campaign promise Obama made as early as 2008.
"Unfortunately, I know myself, people from the National League of Cities, Municipal League, the Texas Border Coalition have all been somewhat disappointed that the federal government has not really addressed the issue [in a comprehensive way]," Cook told KFOX-14.
Ouisa Davis has practiced immigration law for more than 20 years. She told KFOX-14 she hopes next Tuesday's visit will be a turning point in immigration history.

The National Immigration Forum held a media briefing Friday in anticipation of next week's presidential visit.
Executive Director of the Forum Ali Noorani described the upcoming event in this way:
"It is a clarion call to Congress and to the country that we do need to fix our immigration system, and that comprehensive immigration reform is an absolute necessity."
"This is the place where the president needs to come to talk about immigration reform," Davis said of the Borderland. "Because we live it every day."
