First, it's very unlikely that paper records from 1961 still exist at Kapiolani. The law allows destruction of records prior to 1986 (25 years), if Kapiolani has converted to EMR the destruction of such records is a certainty.
Second, is the "silence from Kapiolani" amazing? Not at all. They have NO obligation to divulge any information that they may still possess, AND they have a very strong (and getting stronger) affirmative obligation not to.
