Its already made & it doesn’t matter what you drive or where you go.
Its called GPS and a simple GPS tracker will be fitted to your auto.
Now, how they COLLECT that data is another (valid) question...
Does it work when you put a faraday cage around it and block the signal?
The other question is how are they going to force people to spend the money to retrofit?
Next thing ya know they’ll make it where the gas pumps download our tracking information. This is nuts and hopefully we won’t have to put up with this kind of control :/
And who has to pay for this additional equipment that will probably cost an arm and a leg to install?
