You are correct but we also need to remember the 1982 law AMENDED a similar law from 1957 that allowed the same thing, for people to get Hi certifications of birth for babies not actually born in HI
and for all the crap talk there was no certifying of the information provided by the people requesting the BC> No Hi official certified the information. They took people at their word.

I don’t know about anyone else, but I have needed to show my birth certificate many times in my life—for starting school, for getting a driver’s license, for entering college, for entering nursing school, to get my CHL, and so forth.
How has he gone to school, entered college, etc without showing his BC?
Everyone I know keeps their birth certificate with their other important papers.
I am not legal expert but it seems that now that the 0bama campaign has produced what is supposed to be his official long form birth certificate, he has given up his right of privacy with regard to that particular document. I would think that any citizen with a copy of this produced document could demand to see the one on file to verify its authenticity. Otherwise, anyone could manufacture a fake birth certificate without fear of discovery and thereby assume any identity they want.
And it is no secret that Hawaii in the past was always an easy place to get a COLB for foreigners newborn babies no matter where they were born. And it appears all you had to do was go see an obstetrician who initiated the the COLB document, which was then processed by the Hawaiian Department of Heath.

NO. You can always get a copy of your own BC and you can also authorize someone else to get it, just the person, whose BC it is, has to give permission.
Not to mention that everyone gets an original BC that they keep in their possession in a safe place. Where is Obama’s original that his Mother gave him?
Obama doesn’t need any “special dispensation” to get his own BC.
