How is this guy any different than the car rental companies themselves when they charge an exorbitant amount to fill the tank when you turn it in?

How is this guy any different than the car rental companies themselves when they charge an exorbitant amount to fill the tank when you turn it in? I rented a car last week at Enterprise and pre bought a tank of gas at $2.89 per gallon. A full dollar less than the going rate here.
