The signature is ‘Vick Lee.’ Most likely a ‘Victor.’ Sloppy signatures are commonplace dealing with documents like this. I tried Google and there was a ‘Victor Lee’ who instructed Registrars in Texas. Doubtful it is this fellow though unless he’s working into old age . Most likely the person will be ferreted out.

Maybe he hyphenated the name Vicky for her own reasons....

He signed his first name in all caps but his last in the conventional first letter only capped?

I googled and came up with "Mrs. Verna K. L. Lee." -- "LEE Verna K L Mrs. clk State Dept of Health r1228 a 16th av".

Pretty f*ing stupid for anybody to take UKL Lee seriously as the name on the document.
