So just calling it something else, in this case harassment, makes it OK for the government, federal or State, to do that which it is forbidden by the Constitution?

Well the 1st amendment did not address the DMV either.Yes, I do have the right not to be harassed, that is not the same as being offended.If something is offensive to me I can either turn it off or leave the area, no harm done.If I have to occupy a space for a period of time waiting to do personal business, especialy in this case with the goverment, being forced to listen to someones religious views is harassment.
