When the PDF file given from WhiteHouse.gov is opened in Adobe Illustrator it shows up in different layers.
Our analysis of the latest controversy: The original birth certificate was probably in a negative form, and someone at the White House took it upon themselves to doctor it up so the form can be readable.

National Review:
The PDF is composed of multiple images. Thats correct. Using a photo editor or PDF viewer of your choice, you can extract this image data, view it, hide it, etc. But these layers, as theyre being called, arent layers in the traditional photo-editing sense of the word. They are, quite literally, pieces of image data that have been positioned in a PDF container. They appear as text but also contain glyphs, dots, lines, boxes, squiggles, and random garbage. Theyre not combined or merged in any way. Quite simply, they look like they were created programmatically, not by a human.
Whats plausible is that somewhere along the way from the scanning device to the PDF-creation software, both of which can perform OCR (optical character recognition) these partial/pseudo-text images were created and saved. Whats not plausible is that the government spent all this time manufacturing Obamas birth certificate only to commit the laughably rookie mistake of exporting the layers from Photoshop, or whatever photo editing software they are meant to have used. Its likely that whoever scanned the birth certificate in Hawaii forgot to turn off the OCR setting on the scanner. Lets leave it at that.

OR!
You are making an unmerited claim, and it is you who are missing the point.
J’accuse!
Only an idiot would continuously read something they considered stupid.
Hey retardo, we care about the Constitution.
Osambo was supposed to be vetted by the state in which he was a citizen when he filed for the presidency. Obviously he wasn’t, the Democrats just wanted someone who they thought could win. The socialist just want power at any cost.
We natural-borners are just trying to do the job that Illinois and Hawaii didn’t do. Why is Osambo hiding every offical document he can?
High school records, college records, birth certificate, passport all have been sealed. Why? Can you give me a good reason? Waiting??
Before she would do so, Fukino said, she wanted to inspect the files and did so, taking with her the state official in charge of vital records. She found the original birth record, properly numbered, half typed and half handwritten, and signed by the doctor who delivered Obama, located in the files. She then put out a public statement asserting to the document's validity. She later put out another public statement in July 2009 after reviewing the original birth record a second time.
I see your name and know that there's no need to read anything.
The post will just be a bunch of wild allegations that you never substantiate.
You have the gold standard for proving NBC status, birth information. Everything else is just fishing expedition because none of the Birther conspiracies ever pan out.
For that matter, if Birthers are so concerned about the Constitution, why do they tend to make ridiculous claims that are in no way supported by the Constitution? Or speak with anything other than derision about Orly Taitz? A woman who's Constitutional knowledge is exceeded only by Obama’s.
“Your assumption about how OCR software works is wrong.”
No it’s not. Take a look on the ocropus soucrcode[1] for example. It does seperate the document into “blocks” and the remaining “background”. Each of the blocks is then OCRed.
“The image is always maintained.”
It’s not. Usually the ocr engine decides which elements it will store as “image” and which it will store as “text”. Usually it tries to store as much as “text” as possible to make the document indexable/searchable.
“It does not change because of the OCR, error or no error. The OCR generates a text layer that may have an error, but that error would only show up when you copied and pasted the text elsewhere.”
No it doesn’t. The “text layer” as you described it is shown as you can easily see. The PDF file format doesn’t allow text to be “hidden” It can only get covered by another layer, get replaced or get removed. That’s why OCR composed PDFs do not contain everything as a image. See the PDF spec on [2][3]. You need a basic understanding of what the PDF file format describes and how it get’s rendered to understand.
“Viewing the PDF with a generic viewer would show the original image. So the TXE is in the original image.”
No. a ordinary PDF viewer would do what it’s assumed to do. Put the “background layer” into the background and the “text layer” on top of it.
“Not saying this makes it fake or otherwise but it certainly does raise flags.”
No it doesn’t. Not that i think obozo is a good president, i think he’s even worse then carter, but all these birthers and their paranoid conspiracy plots make all of us conservatives look like total loons. Even if they would have been witness to his birth and and seen it with their own eyes they would still claim that they didn’t knew where they have been at this moment.

Usually the ocr engine decides which elements it will store as image and which it will store as text. Usually it tries to store as much as text as possible to make the document indexable/searchable. To do so it identifies “blocks” of content. Everything that doesn’t make it into one of the blocks remains on the background like the fancy security paper background. The blocks of content are then seperated further into smaller blocks. The OCR tries to recognize the letters. If it succedes it will replace the letter “image” with a “text character”. These content blocks now contain “text” and unrecognized “images”. This content is stored into the content layer which is a overlay of the background layer.
One wonders if the WH just might have had a hand in writing this copy.
Probably, because it is such an idiotic statement. So what if Hawaii forgot to turn off the OCR setting. The DOH doesn't release PDF copies. They release printed copies with a stamp and seal.Whether or not OCR was turned on or off wouldn't matter once it was printed out.
I know that a lot of time has transpired but wanted to follow up on what you posted. Reviewed your links.
The link you posted on ocropus isn’t Adobe, but I did review the link. I did not see anything in it that indicated that the original image would be modified.
I read through the supplement Adobe documents you posted and the ONLY mention of images are barcodes, forms, and geospatial specific images.
That said, I partially agree with you. Modern day Adobe OCR converters CAN and DO replace image text as well as some other very special image types (such as those mentioned in the supplements) with Adobe OBJECTs or FONTs.
However, it will be abundantly clear when this occurs. As you scale the document the objects or fonts will scale very clearly if the original image has been replaced. That is not the case here. Scaling the area in question causes it to blur, therefore it has NOT been replaced.
In any case the original image can and will be preserved in any historical or official document, unless there is something to hide.
I think we both can agree that Obozo is the worst pResident ever.
