It's plausible to me that the stamp only had the first three digits of the year and the last digit had to be written in. It would be a way to make the stamp last longer. It had rotating sections for the month, the two digits of the day and for the year. So they could get one for the 1960's (1960-1969), or they could get one for the 20th century or some period longer than 10 years (195-199). Just a thought.

How does this compare 1961 date to the other person’s birth certificate that we have as an example, the person that was born after obamma? Does that birth certificate indicate the last digit of the year 1961 appear to be handwritten in?
