Judge for yourself but looks to be composed by multiple elements.

I checked out the PDF — in Adobe Illustrator, just as you did. You are so right: if this document is a scan or a photocopy of an original, there would not be any isolatable, multiple elements in it.

But release the document's clipping mask in Adobe Illustrator, and it turns out that most of the type, and even parts of signatures, can be moved right off the document. Clearly, this can be no scan nor photocopy!

Plus the "security paper" used for the alleged copy shows white space behind where the moved text was. As if preexisting elements had been "whited out" to accommodate new text.

This document is definitely suspicious. I strongly doubt it is what it purports to be....

Actually, it looks like a transparent forgery to me....

Can't Obama find more skilled people to create his fakes?

It'd be something if the "whited out" area were not the same text as the moveable black gif. But it is.
