The Security Paper is a Photoshop. If you look at the full form, the “Security Paper” is a background, the “Certificate of Live Birth” appears like it was scanned from a book, the paper made to be transparent - and the ink and borders were then laid on a backdrop with the “Security Paper” background.

Obama’s COLB is missing this text at the bottom along with signatures:
“THIS CERTIFIES THAT THE ABOVE IS A TRUE AND CORRECT COPY OF THE ORIGINAL RECORD ON FILE IN THE RESEARCH, PLANNING AND STATISTICS OFFICE
HAWAII STATE DEPARTMENT OF HEALTH”
Instead Obama’s has Onaka’s signature stamp indicating that it may also be an ABSTRACT.
