Just curious,,I remember growing up many people differentiating between “Negro” and “African”...”Negro” at the time being and African-American, and “African” being native of Africa...It would be easy for me to believe that for government documents, government agencies purposes, this would/could have been a common differentiation. Not saying this is the exact case here...but plausible.
Also, the background (green-dashed) is PDF copy of the original, printed on this form paper...The original would still be in Hawaii...It would be nice if they could follow up and have a photo of the Hawaiian original to dispell some of the questions. It is possible that they no longer have the original - everything could have been transferred to Microfiche (spelling?) or electronic copies only.
Not necessarily for foreigners. If you look at Ship Registries from back in the old days on Ancestry.com. you can see that "French" or "Italian" or "British" were used in the "Race" column for whites.
In 1961, "African" could simply be used to mean "Foreign Negro" as opposed to "American Negro".
But, that is all speculation that can be cleared up by simply releasing the original long-form.
As an "Asker", not a "Birther", my questions stand:
1.) Why won't President Obama simply end this circus by releasing the long-form document?
2.) "What is President Obama hiding and why is he hiding it?"
