scanned/photographed data into a 2011 version of the Certificate of Live Birth form and printed it on the modern-day, green security paper If they did that, why would there be white spaces around the lettering? There should only be black ink on top of green security paper (no printer prints in white).

Invalid question. Of course printers don’t print white. That’s not the point. Think of it this way. Where there is supposed to be white, a printer will not print black ink.
