Theory - Abercrombie couldn’t find it because he could only find the one that said Soetoro, after the adoption. So technically he could say there was no Obama BC and be telling the truth. Obama can claim this is the one they sealed when the adoptive one was issued. Again, just a theory.
Exactly. That's what I've been saying. Quote from post 551: If Obama was adopted by Soetoro, there would be a Delayed Birth Registration due to a Legal Change of Status.
Chapter 8, Section B-5B states, "The existing certificate and the evidence upon which the new certificate was based shall be sealed and placed in a special file. Such file shall not be subject to inspection except upon order of a court of competent jurisdiction or by the director of health".
