1. Tend to your own safety first. You encounter a guy in the lady's room get out of there and seek appropriate assistance (may be he's having an emergency but you really need to avoid dealing with him by yourself).
2. Could be he's a cop decked out as a lady waiting on some perv to come in there ~ where the cop can bust him. This could happen if there'd been earlier complaints like "he comes in here every day at 2PM" ~ and, most importantly
3. The verbal harassment might not get the response you expect, so back out of there unless you know him.

This is a fascinating case of who has more rights in the special rights liberal democratic side of things, and I think the facts are important. Nothing was in the police report or in statements publicly about it being about the bathroom anyway.
