Problem is that is what the supreme court says. And as yet no one has been able to get congress to fully address the issue.

Heh. Don’t you also post lots of interesting threads about China? Are you sure you didn’t get this quote mixed up with one of theirs? Perhaps from a thread on the building of Three Gorges Dam or whatever it is, or perhaps the Olympic village, etc. (Especially that “beautification” word!)
