If they have a ‘hands off’ policy, they are guilty.
Hate to say it, but...
Only the attackers are culpable. The employees are not trained nor equipped to get involved physically, and (depending on jurisdiction) not required to summon help (which, as we know will arrive only when the attack is long over). I don’t see what the employees did legally wrong (they didn’t do anything right either).
One more reason to train and equip yourself for unexpected violence.
