To clarify, Italy and Spain own about 33% of the oil production with Libya owning the other 67%. The Brits got out of the Libyan oil business in 1998 after the Lockerbie Scotland plane bombing when the sanctions were put in place.
France buys 16% of their oil from Libya, but does not own rigs there.
The two national oil companies from these countries that own rigs and production facilities in Libya are ENI (Italy) and Repsol (Spain).
