Different world, I guess.
Internet cafes I have seen were fairly quiet places, stiflingly boring to the point I would rather forgo the Internet than to frequent them.
But since you put it that way...I suppose not.

Might be why those guy thought it would be an easy target to lift phones and wallets from everybody.
