As I have pointed out on other threads, Fukino is obfuscating by parsing words.
It is true that nobody can get their ORIGINAL BC in any state.
When you go to get one, you get a certified copy.
In Tennessee, it is the original hospital certificate
superimposed onto an official state form.
I first got mine when I was obtaining a passport, and a few years ago, my daughter got one for me to apply for social security.

If they gave you the original, how would they give you
additional copies at later dates?

NO long form BC = no passport. So no Hawaiians can get a passport now right?
