Why would they need 41 senators to filibuster? My understanding was a single senator could filibuster for as long as he could. (Though having a few working together obviously makes it feasible to sustain it longer.)

I believe it has to pass 3/4 of the states, but I do believe it can happen. Perhaps not right away, but the key thing is getting the amendment through both houses of Congress. Include a provision giving states up to 7 years to ratify. And you'd probably be better of specifying that state ratification be through state convention, where only a bare majority would be required.

I think you could actually get it through the states. But at the minimum, it's a reasonable compromise for the GOP to insist upon to lift the debt ceiling.

Personally, though, I think you can game the budget numbers to some extent. I'd prefer to see a hard constitutional cap on the debt limit itself.

RIDDLE: Which comes first the raising of the debt ceiling, or the balanced budget amendment?
