Islamists are in Kosovo, but not Serbia? Is Kosovo then not Serbia?

Would a Serb or Russian occupied Kosovo not resemble what Putin has achieved in Chechnya? After all, the Chechens also lived under communism, but now thanks to Putin they are returning to sharia law. Why is Kosovo different?
