Just found another piece of the puzzle. Libiya financed RASCOM, African telecommunications project that launched comunication satellites in 2007 and 2010. Satellites provide cheap broadband internet and telephone connection between all African countries. The cost was around $400M, Libya gave around $300M. Before that project, Africans were charged more than $500M annually to use Western satellites and the cost of connection was out of reach for most of Africans.
RASCOM cnanged all that.
