Got a source for that? My daughter has one, and my research hasn’t turned up anything about increased susceptibility to cancer, just some issues with bone development if the hemangioma sits right on top of the bone.

It is exposure to the sunlight that leads to cancer in the birth marks. My niece had almost 1/2 of her body covered with them & I spent many hours with her & my sister while she was going through painful treatment laser to lessen them. Any good reputable dermatologist will have the proper information at hand.
