How does he know there is no record for it? Just because there isn't a copy of such records on his desk?

I believe the argument, re: Occidental, is not that he took foreign aid (necessarily), but that he took U.S. government aid designated for foreign exchange students (i.e. that he claimed to be Indonesian at the time).

Clearly, though, BOR is a total idiot on the eligibility issue.
