"When you go to register to vote (I’m not talking about at the DMV) and need to show your drivers license (as in WI) wouldn’t this be proof of residency?"

I don't know about all states, but in my state of FL, a phony DL wouldn't do you any good because the register's office actually pulls your driver's license abstract. That's how they know it's legitimate. In fact, you can actually register by mail in FL, so long as you provide that driver's license number.
