NOt sure of Arizona’s laws, but even in a liberal state like New Jersey, once monies or revenues are dedicated to anything under the auspices of the elected county Sheriff, the Sheriff has full discretion on it’s expenditure, albeit within guidelines and statutes based on state and Federal law (no cruel and unusal punishment, nutritional guildeines, etc,)

It’s not like that in Texas. The County Commisioners earmark every dollar in the Sheriff’s budget. So much for the jail, so much for this drug program, this much to pay the deputies, this much for vehicles, etc etc. For a good time you can always go to Commisioner’s Court when the Sheriff is asking for overtime money to pay for a high profile investigation or the like. It can turn into a screaming match in the blink of an eye.
