Nothing is ruled out just yet. I remember from my own travels in Minsk that there are sizable numbers of Pakistanis & Indians (or perhaps Pakistanis who claim to be from India). As far as Fuel-Air-Explosives, there is a special RPG called Shmel ("Bumblebee") that operates on that principle and has been used widely in Chechnya, as well as being exported in great number. Or a fault of my translation, as the original word khlop I took to mean "pop", as "bang" is usually rendered vzryz.
From an earlier Belarusia article about the 2008 attack, which at the time was labeled "hooliganism": "...According to some reports, the police were looking for a dark-skinned man, who shortly before the explosion left a package under a tree."

I very much wanted to change that to: "said Lukashenko ominously", but that would be cheating.
