Banks, other lenders and mortgage servicers do a better job of maintaining repossessed homes in predominantly white neighborhood than they do in African-American and Latino neighborhoods, according to a new report Monday that included Hartford and New Haven counties.
The report, released by the National Fair Housing Alliance, could form the basis for an industry lawsuit by the alliance.
The report didn't name lenders or servicers who were chronic offenders because the investigation is ongoing, and the alliance hopes the release of the report will call attention to the problem and spur changes.
The alliance and three of its member organizations, including the Connecticut Fair Housing Center, examined 624 bank-owned properties in Hartford and New Haven counties, Washington D.C.'s suburbs, Dayton, Ohio and Richmond, Va.
In Connecticut, researchers visited 100 foreclosed homes in such municipalities as Hartford, Bloomfield and Manchester, after choosing predominantly white, African-American and Latino neighborhoods that had comparable levels of income. The properties were then scored out of a possible total of 100, based on exterior appearance and curb appeal.
In Hartford and New Haven, repossessed properties in white neighborhoods scored 89 points, properties in African-American neighborhoods scored 78 and Latino neighborhoods, 66.

“Just so many things wrong with this.”
It’s almost as if they still believe this kind of propaganda still works.
So copper pipe gets stolen out of repossessed homes more frequently in minority neighborhoods and it’s a big racist conspiracy. OK.
Yep, less vandalism in the white neighborhoods. Obviously a civil rights suit is in order.
The average liberal will read the article and feel no white guilt, as they think to them selves smigly, "That's a shame, but I don't care...I voted for a "black" man."
I know you aren’t a racist. Go ahead and say what you are thinking.
The article makes a big sleight-of-hand and assumes all homes are abandoned in equal condition.
Maybe because there is much more vandalism in black and Latino neighborhoods???
Clearly they intend to sue someone but the question is: On whose behalf? Who gets the money other than the lawyers?
Perhaps. What if the houses were in worse shape when turned over to the bank? There is no record of the condition when the homes were foreclosed so what are they comparing it to?
The things I thing are wrong about this article have nothing to do with race. It's about the process of this stupid study and the impetus behind it. It's another group of vultures (lawyers) looking to make a buck on some one else's misery.
Another question to ask is what condition was the property left in when the occupants left?
I thought the Kenyan was supposed to usher in a new post-racial era. He gave a speech on it and all...
I can see it that way, which makes the conclusion even sadder. To wit: There is potential profit in racism - if unscrupulous men play their cards correctly.
Look at ANY Public Housing Project in America, populated by blacks, and I defy you to find ANY care, maintenance, pride, etc. They become drug-infested ratholes and are over-populated with a 75%+ illegitimate birth rate within.
It also assumes that all "neighborhood watch" programs are working with, and not against, law enforcement.
In Hartford and New Haven, repossessed properties in white neighborhoods scored 89 points, properties in African-American neighborhoods scored 78 and Latino neighborhoods, 66.
Those racist banks. Oppressed minorities in foreclosure have a right to equal curb appeal!
The key word in this article is “maintain”. It doesn’t take much to “maintain” a piece of property that has been trashed even before it was vacated.
