The study they quote is almost 10 years old. I'm pretty sure the situation hasn't changed; if anything, it's gotten worse in terms of being able to get competent people.

If you all are so competent and valuable, why aren't all you Government employees going out and getting those good high paying private sector jobs instead “suffering” with that sub par Government pay?
