Not Constitutionally... the deputizing-and-arresting plan has been effectively gutted with the precedence of stay places on AZ’s SB1070 (as it *was* for the allowing of States/localities to enforce federal law) as far as most Americans are concerned.
i guess sheriff joe would done it by now ifn it was possible...
