You are not confused. The actions in Libya by Obama and the UN were a necessary actrion to establishment the precedent of “protecting a nation’s citizens from their own government”. Now it will be easier to take the UN into Israel under the same protocol - this time to “protect” the Palestinian citizens.
However, I think the French will find enforcing a no-fly zone over Gaza to be much more difficult than enforcing one over Tripoli. The Israeli Air Force is one of the finest on thr globe and their pilots are fearless.
