I've visited El Paso in mid 90’s on business. Had a lot of interaction with locals. Even then it was so bad that locals warned me not to visit Juarez during daytime in American cab. All residents along the border are heavily armed, whever legally or not.
The funny part is that huge US army base Fort Bliss in El Paso has literally a sea of tanks,apc’s and other hardware but no personnel so operate and service that.

Noncoms/Instructors told me they had 50 tank drivers on hundreds of tanks, because new recruits are almost illiterate and hard to train. If Mexicans really wanted they can overrun that base in short spell.

Now that was in 90’s under comrade Clinton (who was hated universally on base). Today it's probably bare bones garrison since all specialists are in Iraq and other Hell Holes. God help us.
