Nurse leaders will warn this week that poor morale and job cuts threaten to derail the government's reform programme of the NHS in England.
The issues, along with wider concerns about the overhaul, will be key themes of the Royal College of Nursing's annual conference in Liverpool.
RCN leader Peter Carter has said nurses were being pushed to the limit, working extra hard to keep services going.
The health secretary is not expected to give a speech but will meet delegates.
It is understood Andrew Lansley is attending the conference as part of the government's "listening exercise" over its shake-up of the health service.

in the past 3 weeks, we've had something like 8 falls.....if you don't have the bodies around to check on people than this is what you can expect...
the reason apparently is the Medicare, etc pay higher reimbursement for a higher ratio of RN's to patients...
but nobody asked us nor the patients....I'm sure those that have fallen out of bed have a good opinion....
I read a few years ago somewhere that the housekeeping staff levels were reduced in hospitals in Great Britain. The nurses had to add room cleanup to their duties.
Oooh, 8 falls. CMS doesn’t like that. They withhold payments for things like that and hospital acquired infections.
He could care less he will never have to use it nor the hacks who passed the bill,it’s the dems way of giving us the finger.
