I heard a reporterette phrase it as "If no progress is made, the President will summon legislators again tomorrow..."
Perhaps what you heard? Still, your overall sentiment is correct....Obama has no right to "summon" Boehner or even Reid for that matter.
But I don't think even he went as far as actually saying "summon" much less subpoena.
I hope he doesn’t too, for his sake as well. Last soundbyte they showed of him, it looked like he was holding firm.
Speaker Boehner needs to tell Obama that he is President not King: He does not have the power to summon the leader of an independent branch of our government. Then, Boehner should “invite” the President to meet with Republicans in the House and not set foot in the White House unless he receives an invitation, which he is free to decline.
Like it or not Boehner IS being put in a box and there is really nothing he can do about it if the Dems hang together.
He has a choice of a Dem My-Way-Or-The-Highway compromise or a government shutdown that the Dems believe can be used to discredit the Tea Party Movement and the GOP.
Is there really any way out of that box? Well I hope not since I think both Boehner and the Dems are wrong about the impact of a government shutdown. For awhile nobody will notice and when they do it will be the Dems who are the losers. Let’s get on with it.

House proposes solution. Senate does nothing.
House puts short-term CR in play. Senate says no.
Harry Reid wants to shut down the Government.
Beohner is doing a good job of sticking to a budget that will work for 2011. But if its not good enough for Reid
... maybe its time to give harry Reid what he wants - a shutdown.

Look, this was a choice made by the media to use the word
“summon”. It was an invitation in every sense. But, when coming from anyone in high office who wields some power, the invitation is often referenced as a summons but only for the written record and archive accounts.
The Dems and their Media friends believe they can win the shutdown battle....just say the right words.
Its like the term “command performance”.
To a concert musician that is an honor, even though I’ve always detested the term. No one “commands” me to play anything on the SD-10 for anyone....unless there’s enough commas and zeroes in the check.
